Key tasks and responsibilities

  1. Develop, amend and ensure strict implementation of the personnel policy and programs within the organization.
  2. Identify staff vacancies and recruit, interview and select applicants through coordinating with schools, institutions and other recruitment sources.
  3. Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  4. Perform staffing duties such as dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
  5. Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
  6. Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
  7. Analyze training needs to design employee development, language training and health and safety programs.
  8. Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  9. Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
  10. Contract with vendors to provide employee services, such as food service, transportation, or relocation service.
  11. Prepare service contracts, implement and monitor them periodically and manage the timely renewal and termination.
  12. Manage all the internal and external communication systems, thus providing accurate information.
  13. Plan, administer and implement all promotional, public relations and advertisements programs.
  14. Manage the procurement process by effectively analyzing the vendors, preparing purchase orders, quality check and maintaining vendor relations.
  15. Manage all assets/ facilities of the organization – database management, maintenance, insurance, purchase, etc.
  16. Monitor and supervise all outsourced services and ensure that the facility remains safe, secure, and well-maintained.
  17. Ensure that an efficient inventory control is maintained in terms of storage, database and periodic check.
  18. Manage and increase the effectiveness and efficiency of Support Services (HR, IT and Finance), through improvements to each function as well as coordination and communication between support and business functions.

The key role of the HR/Operations manager shall be to improve the HR/operational systems, processes and policies in support of organization’s mission - better services, information flow and management, business process and organizational planning. The HR/ Operations manager shall work closely with the Production manager for the overall development and growth of the organization. He/ She should be open minded and possess excellent people and communication skills. He/ She should be self motivated and innovative in terms of managing the entire personnel of the organization.
